Twenty-three years ago, the Cold War ended. Twenty-three years ago, Margaret Vinemont became a librarian in suburban Connecticut. This morning, the phrase 'the heron flies at dusk' appeared in her crossword puzzle. The handlers who trained her are dead. The country she served no longer exists. But the code is real, the protocol is binding, and somewhere a dormant operation is stirring back to life. The question is no longer whether to obey—it's who is giving the order, and why now.
